PRESS STATEMENT OF GOVERNOR MANUEL N. MAMBA  ON THE APPROVED 2017 AIP AND EXECUTIVE BUDGET  OF THE PROVINCE OF CAGAYAN

PRESS STATEMENT OF GOVERNOR MANUEL N. MAMBA
ON THE APPROVED 2017 AIP AND EXECUTIVE BUDGET
OF THE PROVINCE OF CAGAYAN

Appropriation Ordinance No. 2017-9-01 and Appropriation Ordinance No. 2017-9-02 were received by my Office on December 1, 2017.

Both Ordinances are subject to review in view of insertions, ultra vires provisions, and budget cuts made by the Sangguniang Panlalawigan which are prejudicial to the public welfare.

It is for this reason, I will exercise my prerogative as Chief Executive to veto said items.

Meanwhile, I will transmit and certify as “Urgent” the Province’s Supplemental Budget for 2017 before the Sangguniang Panlalawigan today, December 4, 2017.

The Supplemental Budget for 2017 bears only three items:

1) 2016 KALDASA Program counterpart in the amount of P43,270,041.00;

2) Provincial Health Services Augmentation of Manpower in the amount of P10,000,000.00; and

3) PS and MOOE under the Provincial Budget Office for the terminal/retirement/loyalty pay of employees in the amount of P 9,546,000.00.

I believe that the delay in the passage of the 2017 Budget of the Province is unjustifiable because so much time was wasted with bickering instead of implementing new projects, programs and activities of this Administration.

Looking at both ordinances, the Sangguniang Panlalawigan could have enacted the same much earlier as neither bear any of the infirmities raised by the Sangguniang Panlalawigan.

Nonetheless, the passage of the 2017 Budget of the Province is a welcome development.

The Executive Department is prepared to work and implement all the lined up projects, programs and activities well into the coming year.
